Says reforms ignores appeals from majority of EU

BRUSSELS -- Public service broadcasting would be threatened if the European Commission's planned reforms came into force, the European Broadcasting Union has warned.

The EBU said the EC's planned overhaul of public broadcasting rules ignored appeals from the majority of EU governments not to change them.

EBU director general Jean Reveillon said if the reforms were agreed, it could freeze PSBs out of the lucrative Internet market.

The proposals, unveiled Tuesday, aim to help PSBs compete with commercial rivals on new services such as mobile television and VOD, but also seek tighter controls to prevent overcompensation and cross-subsidization.

However, the private broadcasting lobby, the Association of Commercial Television in Europe, said the advent of new broadcast technologies made the reforms all the more necessary.
