Chuck LaBella has been named director of development at New Wave Entertainment, where he will develop projects for the company's original formats, including scripted and unscripted television, reality TV, Internet and feature film.

Spencer Hunt has been named vp game production and digital product development at Sony Pictures Television International. Hunt, who was executive director of production at Sony Online Entertainment and Sony Pictures Digital, will oversee the development and implementation of the company's games strategy. He will report to Marie Jacobson, executive vp programming and production, international networks, at SPTI.

NBC Universal has elevated three in its digital distribution division. Jennifer Boudreaux and Michael Schrieber have been promoted to vp sales business development, and Chip Canter has been upped to vp wireless platform development. Boudreaux will supervise a team responsible for negotiating content license agreements for digital platforms; Schrieber will lead the execution of new distribution deals for NBC Uni content; and Canter is responsible for advancing NBC Uni's wireless content and product plan.

Lee Ettinger has joined York Entertainment as vp business development. Ettinger will help drive sales and recruiting while finding new sales channels and revenue streams for the company.

ION Media Networks has appointed John Heffron senior vp networks distribution. He will be responsible for distribution and associate relations for ION's suite of programming networks, distribution agreements for its digital networks and negotiating carriage agreements. Heffron, who will be based in New York, reports to Steve Friedman, president of networks distribution.

Also at ION, Todd Ackley has been named vp national longform sales. He joins the company from CBS Television Sales. At ION, he will be responsible for managing two of the company's four national sales teams.

Leah Horwitz has been upped to vp music talent and creative development at VH1. Horwitz most recently was senior director of music and talent relations, where she was instrumental in bringing Bret Michaels to "Rock of Love."

Henry T.A. Moniz has been elevated to vp and associate general counsel at Viacom. Moniz will manage the global enforcement of compliance policies for Viacom as well as chair its ethics committee. Moniz joined Viacom in 2004 after serving as a litigation partner at Bingham McCutchen in Boston.

Lauren Frasca has been named vp development at Atlas Media, where she will report to Kaki Kirby, executive vp business development and special projects. She most recently was director of development, contributing to several programs. Before Atlas, Frasca served at London-based production company Wall to Wall Media, where she oversaw development of nonfiction series for the company's New York-based office.

James Gallagher has been named executive vp and general counsel at Rainbow Media Holdings. He will oversee legal affairs for the company and each of its businesses. Most recently, Gallagher was executive vp and general counsel at the Tommy Hilfiger Corp.
